Viral News Case of Foreign National Raging and Destroying Property at Nusa Medika Pecatu Clinic

BADUNG – The Governor of Bali, the Bali Regional Office of the Directorate General of Immigration, and the Bali Police are committed to enforcing the implementation of Governor's Circular No. 07 of 2025 regarding the New Order for Foreign Tourist Visits in Bali. This circular aims to maintain public order in Bali, ensuring that all foreign nationals (WNA) comply with the rules and regulations in our country.

The Bali Regional Office of the Directorate General of Immigration provided information regarding an incident involving a foreign national (WNA), identified as MM, a 27-year-old male from the United States, who allegedly caused a disturbance at Nus Media Clinic Pratama, Jalan Laksda Seta, Desa Petingan, Kuta Selatan, Badung, Bali, on the early morning of Saturday, April 12, 2025.

According to a witness who worked as a taxi driver, the incident began when two foreign nationals arrived in Bali using an online taxi. One of them (the perpetrator) was unconscious and was immediately taken to the examination room without adequate medical attention, as it was not yet possible.

After the perpetrator regained consciousness, his friend arrived to help and managed to calm him down. However, the perpetrator became offended and angry, starting to rage and even hitting his friend, leading to a fight in the examination room. The friend’s attempts to calm him down failed, and the perpetrator became more aggressive, damaging several facilities at the clinic and endangering other patients present at the location.

The clinic's security then contacted Limnas Desa Pecatu and the Police for assistance in handling the situation. When the authorities arrived, the perpetrator was arrested and admitted his wrongdoing. The perpetrator and the clinic management's representative were then taken to the Kuta Selatan Police Station for questioning.

After being interrogated, the perpetrator explained that the reason for his outburst and destruction was that after regaining consciousness, he was shocked and panicked when he saw many unfamiliar people. However, after calming down, the perpetrator regretted his actions and confirmed that he was still in Bali. Once fully aware, he apologized and agreed to comply with all the facilities resulting from his actions. Currently, the issue has been resolved peacefully between the perpetrator and Nus Media Clinic.

The Denpasar Police then coordinated with the Class I Immigration Office, TPI Ngurah Rai. Based on immigration data, it was confirmed that the foreign national entered Indonesia via I Gusti Ngurah Rai Airport on April 2, 2025, using a Visa on Arrival valid until May 1, 2025.

The Head of the Bali Regional Office of the Directorate General of Immigration, Parlinndungan, explained that the perpetrator, MM, had violated Article 406 of the Indonesian Penal Code regarding criminal acts of destruction and Article 75, paragraph (1) of Law No. 6 of 2011 on Immigration. In addition, the perpetrator also violated the Governor's Circular No. 07 of 2025 on the New Order for Foreign Tourists While in Bali. Based on these violations, the perpetrator will face Immigration Administrative Actions, including deportation and a travel ban.

“The Bali Regional Office of the Directorate General of Immigration is committed to enforcing the law for foreign nationals, and in Bali, they must adhere to the regulations in place to maintain public order,” emphasized Parlinndungan.

In response to the incident, the Governor of Bali, I Wayan Koster, issued a strong statement: “We are implementing policies to increase supervision of foreign nationals by tightening facilities to create a sense of security in Bali, as well as health monitoring. The clinic's services are in accordance with the applicable regulations,” said the Governor of Bali.

The Governor emphasized that the authorities will continue to regulate foreign nationals who engage in disruptive and illegal behaviors, ensuring public order in Bali.

"Bali is a popular destination for international tourists. However, anyone who comes to Bali must adhere to the law, customs, and local culture. Actions like this are highly detrimental to safety and disrupt the local community," concluded Governor Agus.
