Arrival Passengers At Three International Airports And Ports In Batam Are Required To Declare Their Arrival Through The All Indonesia Application
JAKARTA – Starting Monday, September 1, 2025, international flight passengers at Soekarno-Hatta Airport in Tangerang, Juanda Airport in Surabaya, and I Gusti Ngurah Rai Airport in Bali, as well as international ports in Batam, are required to fill out an arrival declaration via the All Indonesia Application. Simultaneously, the application's trial will be expanded to all airports for all airlines, as well as international ports and borders.
The All Indonesia Application was created to simplify the international passenger arrival declaration process while also providing a smoother, faster, and safer travel experience. Arrival forms for immigration, customs, health, and quarantine (arrival cards) are now integrated into a single digital system through this application. Passengers can fill out the All Indonesia form three days before arriving in Indonesia from their country of origin and upon landing. Filling out the arrival declaration via All Indonesia is free of charge.
Acting Director-General of Immigration, Yuldi Yusman, stated that the application's presence is a tangible manifestation of Indonesia's commitment to providing friendly and efficient digital public services.
"All Indonesia is a step forward in creating efficient public services. With this application, the arrival process at airports or ports is not only shorter and safer but also friendly for all passengers—both individuals and groups—including the elderly, people with disabilities, and children. Indonesia wants to provide the best experience from the first step that foreign tourists and Indonesian citizens take upon returning to Indonesia. Therefore, we have integrated the arrival card into this system," he explained.
Welcoming this initiative to merge passenger declarations, the Director-General of Customs and Excise, Lt. Gen. (Ret.) Djaka Budhi Utama, stated that the Ministry of Finance, through Customs, is ready to continue and improve synergy and collaboration with all relevant stakeholders so that this initiative can run optimally and provide real benefits to the community. "This breakthrough is important in providing convenience for public services that focus not only on the smooth movement of people entering Indonesian territory but also on the speed of goods flow," he said. With this integration, international passengers arriving in Indonesia, whether through airports, seaports, or land borders where All Indonesia has been implemented, no longer need to fill out an electronic customs declaration (e-CD), as all customs declaration processes are already combined in this integrated digital system.
Regarding the integration of health declarations in the All Indonesia Application, the Ministry of Health can detect potential risks of infectious diseases that could cause outbreaks early on, allowing for a quick response at the country's entry points. This is an important part of the national early warning system built to maintain the health of the entire community.
The All Indonesia declaration must also be filled out by passengers bringing animal, fish, plant, and derivative products. This is an important step to prevent the spread of pests and diseases. The single All Indonesia declaration makes it easier for passengers to report their belongings for quarantine inspection, making supervision more effective while ensuring national food security and economic protection are maintained.
The passenger declaration form can be accessed via the website allindonesia.imigrasi.go.id or by downloading the application from the Google Play Store (Android) and App Store (iOS).
"We urge all international flight passengers, both Indonesian and foreign citizens, to report their arrival through this application. This application is not just about convenience; it's about protecting our country. Every piece of data you provide is key to ensuring the security, health, and integrity of our borders," concluded Yuldi.
