Yuldi Yusman Replaces Saffar M. Godam as Acting Director General of Immigration

Jakarta, [April 23rd] - The Directorate General of Immigration bid farewell to the Acting Director General of Immigration, Saffar Muhammad Godam, who will continue his duties as a Principal Expert Human Resources Assessor at the Human Resources Development Agency of the Ministry of Law and Human Rights of the Republic of Indonesia on Wednesday (April 23rd) at the Directorate General of Immigration Building. As his replacement, Yuldi Yusman, Director of Immigration Supervision and Enforcement at the Directorate General of Immigration, has been appointed to hold the mandate as the Acting Director General of Immigration.

"I would like to express my deepest gratitude to all colleagues at the Directorate General of Immigration for your support and cooperation so far. The achievements we have made are the result of our collective collaboration. I ask for your blessings to continue my duties at the Legal Human Resources Development Agency. May Immigration continue to excel," said Saffar Muhammad Godam.

Godam served for 6 months since being appointed by the Minister of Immigration and Correctional Institutions, Agus Andrianto, on Tuesday (October 22, 2024). Saffar Muhammad Godam's leadership period was marked by various significant achievements. These include contributing to the highest non-tax state revenue (PNBP) record in history, totaling Rp9 trillion, exceeding the PNBP target of Rp6 trillion (150%). The largest contribution to PNBP came from visa services amounting to Rp5.03 trillion, followed by passport services at Rp2.49 trillion, and other immigration services at Rp1.4 trillion.

In addition to the increase in PNBP, Godam continued the expansion of Immigration Lounge services, which aims to facilitate passport issuance and the granting of Stay Permits for the public in strategic locations. During the period from October 2024 to April 2025, 3 (three) Immigration Lounges were inaugurated, located at Grand Metropolitan Mall Bekasi, Ciputra World Mall Surabaya, and Mall Pesona Square Depok.

The expansion of autogate usage at Immigration Checkpoints (TPI) was also a major focus, continuing the achievements of his predecessor. To date, autogates have been implemented at several major airports and seaports, namely:

  • Soekarno-Hatta Airport, Jakarta (98 autogates)
  • I Gusti Ngurah Rai Airport, Bali (90 autogates)
  • Juanda Airport, Surabaya (28 autogates)
  • Kualanamu Airport, Medan (30 autogates)
  • Batam Centre Port, Batam (5 autogates)


International recognition for the quality of Immigration services was also achieved with the Soekarno-Hatta Immigration Office being selected as the 10th Best Airport Immigration Service in the World for 2025 by Skytrax. This assessment includes various aspects, including waiting times, queueing systems, and e-gate efficiency.

In addition, the Gold Coast Bengkong International Port in Batam, Riau Islands, which is expected to be a stimulus for the Indonesian economy, was also inaugurated.

Mr. Godam's leadership has brought positive changes and proud achievements. I personally thank him for his good cooperation so far. Congratulations on your new assignment, may you be successful and always under God's protection," said the Minister of Immigration and Correctional Institutions, Agus Andrianto.

Meanwhile, Yuldi Yusman, the new Acting Director General of Immigration, has a number of notable achievements during his tenure as Director of Immigration Supervision and Enforcement. These include the deportation of TJC, a United States citizen who was a fugitive of the U.S. Marshals for a child sexual exploitation case; the securing of 17 Vietnamese citizens suspected of misusing their immigration stay permits at a beauty surgery clinic in North Jakarta; the implementation of a foreign investment vigilance operation (OPS PMA) with the Investment Coordinating Board (BKPM) in Bali and Batam, which took action against violations of stay permits by a number of foreigners; and the securing of FN and GC, two Chinese citizens wanted by the Chinese Government in connection with an economic crime case.

"With the official appointment of Mr. Yuldi Yusman as the Acting Director General of Immigration, I hope that the Directorate General of Immigration can continue to improve its performance and provide the best service to the public while safeguarding the sovereignty of the state," concluded Agus.
